Community Burden vs. User Responsibility

Reality Check: Oct vs Nov

Despite HMWSSB supply increasing by 1200 KL in Nov, the excess usage still spiked by ~3000 KL. This suggests lifestyle usage, not supply shortage.

Your True Cost

RECOMMENDED

₹2,000

Total Bill for Excess

Your neighbors pay ₹0 for your usage.

Option B: Neighbors Pay (Unfair)

UNIFORM MODEL

₹258

You Pay (Fixed Fee)

How is ₹258 Calculated?

It assumes we split the cost of ALL excess users (Nov Total 7180 KL).
(7180 KL × ₹100) ÷ 2780 Flats = ₹258

Burden Shift Breakdown

1. Your specific bill is 2,000.

2. If you don't pay it, this amount is split among the other 2,779 residents.

Your Cost to Each Neighbor: ₹0.72

* Note: ₹0.72 seems small, but when 350 users shift their burden, it accumulates to the ₹258 fee for everyone.

The Logic: Fair & Humble

"Why pay for Housekeeping water but get charged for my own?"

It’s simple: Housekeeping protects the value of your asset.

Clean corridors, car washing, pool maintenance, and gardens keep property prices high for everyone. That is a shared investment. Your personal excess usage, however, is a private comfort. The community shares the cost of maintenance, not the cost of living.

"Why do we want to avoid the Uniform Charge?"

The 2026 Conservation Reality: If we spread the cost, we encourage waste. Why save water if the bill is the same? Levying charges on excess users isn't a punishment—it's the only way to ensure we have water left for the future.

"I saw a hydrant leak, garden watering, or flush issues..."

1. Different Water Source: Gardens, Fire Hydrants, and Toilet Flushes typically use STP (Recycled) Water. This is treated wastewater, not the expensive fresh water pumped to your tap. Confusing the two is a mistake.

2. Defects vs. Lifestyle: A hydrant leak is a maintenance defect we fix. Using 25KL inside a flat is a lifestyle choice. We cannot use a system defect (or STP usage) as an excuse to subsidize personal fresh water consumption. Two wrongs cannot make things right.

"I was out of station / Flat locked. How will MC calculate my bill?"

Zero Usage = Zero Excess Charge.

Since the system is based on actual meter readings, if you are not home, your consumption is recorded as 0 KL (or negligible). Because this is below the allocated limit, your generated bill for that period is ₹0.

This is the beauty of the Fair Usage Policy: unlike fixed maintenance charges which apply even when you are away, this model ensures you never pay for water you didn't consume.

The Bottom Line

"Why disturb the peace? Why not just split the bill?"

Because splitting the bill actively burdens the 2,431 fair users. It forces a family saving water to pay for a neighbor's excessive usage. Fairness isn't about being strict; it's about stopping the silent penalty on those who follow the rules.
